まず、コマンドで起動・停止させるためにはどうするのか勉強してみました。
１．CLI Toolsを用意する。

IAMより、Administrator権限を持ったユーザーを発行し、AccessKeyとSecretKeyを用意しておく。
この権限を使って、インスタンス間の操作を行うことができるようになる。
3. aws configureコマンドを実行する。
aws configureコマンドを実行することで、環境変数をセットできます。
AWS Access Key ID [None]: 発行したAccessKey
AWS Secret Access Key [None]: 発行したSecretKey
Default region name [None]:ap-northeast-1（ここでは東京リージョン）
