こんな人材が日本にも欲しかった。オードリー・タン。2020年に全世界を襲った新型コロナウイルスの封じ込めに成功した台湾。その中心的な役割を担い、世界のメディアがいま、最も注目するデジタルテクノロジー界の異才が、コロナ対策成功の秘密、デジタルと民主主義、デジタルと教育、AIとイノベーション、そして日本へのメッセージを語る。本連載はオードリー・タン著『オードリー・タン デジタルとAIの未来を語る』（プレジデント社）の一部を抜粋し、再編集したものです。
人間とAIは共に成長していくという考え
デジタル社会の発展にはインクルージョンの力が欠かせない
私はブルーカラーだからといって創造性に欠けているとはまったく思いません。むしろ逆で、その土地の状況に合わせて仕事のやり方を変えたり、地震や自然災害などを考慮して耐震構造を作るなど、むしろ創造力を必要とされる部分を数多く担っていると考えています。先進的な機械が導入されれば、オートメーション化できる仕事もたくさんあるでしょうが、一方で、レンガ作りの仕事は創造性がなければ務まりません。
簡単な例を挙げましょう。作物に肥料や農薬を散布する仕事は、昔から最も機械化が進んだ分野です。最近ではドローンやロボットがそれらを支援しています。ただ、「何を植えたいのか」「どういう栽培方法を目指しているのか」「自然農法・有機農法・環境に配慮した農業をするのかどうか」などは価値の選択であり、創造性を持つ農家の人たちでなければ考えることができません。
労働者も同様です。面倒な仕事で、機械化が可能であり、結果も人が行うのと同じであるのであれば、すでに機械に任せてしまっていることは多いでしょう。工事現場で重い建材を動かすことも、身につけるだけで物を運ぶ能力が向上するパワードスーツを使うようになっています。しかし、これはある日突然AIが現れて実現したわけではないでしょう。
「重い建材を運ぶのは非常に疲れるし、不快だ」という認識があったため、「なんとか機械を使って人間の仕事を助けることはできないだろうか」という考えが浮かんだと思われます。その結果、AIを使ったパワードスーツのような便利な道具が生まれてきたわけです。
このような発想は、どんな状況の中でも可能になるのではないでしょうか。こうしたプロセスを経て、人間とAIは互いに進んでいくのだと思います。それは否定する必要もないですし、「人間の仕事をAIが奪ってしまう」という話でもありません。AIの補助を受けて人間の仕事がより高いレベルに進んでいくということに他なりません。
私はデジタルから遠い人たちがいつかいなくなるとは思っていません。「デジタルを学ばないと時代に遅れてしまうよ」という態度は絶対にとりたくなく、その姿勢をずっと堅持していました。それはデジタル担当政務委員になった今も同じです。そのため、あらゆる部会が、私のこの考え方をプログラム開発の際の参考にしてくれています。
台湾社会の優位性は「社会そのものが強い」
情報格差（デジタルディバイド）を埋めるためには、何か一つ二つだけを行えば良いということではありません。誰も置き去りにしないインクルージョンの力を確保しなければならないのです。そして、インクルージョンが確立された後は、「持続可能性」、さらには「環境」という二つの価値観を確立するべきです。

そうすれば、他の部会や地方自治体も、デジタルサービスを発展させていこうという場合に、年配者やブルーカラーの人たち、そして将来を担う次世代の若者たちを犠牲にすることはないでしょう。この点が、私が最も政府に貢献している部分だと自負しています。決して「一つのプロジェクト」として貢献したわけではないのです。
AIの活用によって、誰もが心にゆとりを持てる社会を作る
もし「資本主義は市場での競争がすべてである」と定義されるとすると、それは深刻な問題でしょう。現実をしっかり見ると、競争以外の要素がたくさんあることがわかります。
台湾社会の利点は「社会そのものが強い」ということにあります。地域の発展を支えているのは、協同組合やコミュニティカレッジ、あるいは数多くあるNPO（非営利組織）の存在です。そのため、高齢化は決して解決の難しい問題ではありません。何か社会に貢献したいと思えば、誰かのポストを奪い取る必要はありません。高齢者が社会貢献活動から得られる達成感は、リタイアする前よりも高いことさえもあります。
リタイアした高齢者は、他人と競争したり比較したりすることを放棄するでしょう。中には近づくのが難しい人もいますが、もしその人が将来の世代のために努力しているなら、「他人と比較して自分がどう思うか」などと考えることや、他人を怒ったり叱ったりということもなくなるでしょう。
前述した行政院長の蘇貞昌氏は若い頃、性格が悪いと言われていたそうです。私はそのとき一緒に仕事をしていないので、本当のところはわかりませんが、今は性格の悪さなど微塵も感じさせません。現在の自分の状況を「蘇貞昌2.0」と自ら呼ぶように、きっと年齢を重ねて変わってきたのでしょう。
台湾で教育や健康の話をすると、それは「誰も置き去りにしない」というインクルージョンの考え方につながっていきます。
自分の健康は他のすべての人の共同責任である
インクルージョンとは「包括」という意味ですが、大多数の人たちがよければよいとするのではなく、理想としてはすべての人の利益になることを目指す考え方です。前述したとおり、台湾は国民皆保険制度である「全民健康保険」が1995年から施行され、毎月安価な保険料を支払うことで、誰もが高水準の医療を受けられるようになっています。なぜならば、「自分の健康は他のすべての人の共同責任である」と考えるからです。
台湾では今、離島や多くの先住民族の住む地域に医療体制の充実を拡張し続けています。そのために、先ほど述べたように台東の田舎のほうで5Gインフラの設置を進めています。教育の面でも医療資源へのアクセスの面でも、地域の人々が都市に住む人たちと同じ機会を得られるようにする必要があると考えているためです。その点で、台湾のセーフティーネットはかなりうまくいっていると思います。
起業したり自分が追求したいことを行おうとすれば、当然リスクを伴いますし、必ずうまくいくという保証はありません。ただ、たとえ失敗したとしても、少なくとも自分の健康や子供の教育が犠牲になることは絶対にないというのが、現在の台湾社会です。少なくとも、ここ15年はこういった堅実な社会が定着しています。
何事もそうですが、強いプレッシャーの下で競争を強いられると、相手に丁寧に接する余裕がなくなります。つまり、自分の精神の安定が失われてしまうのです。それは資本主義社会における競争原理の弊害とも言えるでしょう。自分の精神が健全で安定していれば、自然とスマートで礼儀正しい人間になれる。そういう余裕のある社会を台湾は目指しています。そのためにデジタルを積極的に有効活用していこうとしているのです。

The idea that humans and AI will grow together
The power of inclusion is indispensable for the development of the digital society
I don't think blue-collar workers lack creativity at all. On the contrary, I think that it is responsible for many parts that require creativity, such as changing the way of working according to the situation of the land and creating an earthquake-resistant structure in consideration of earthquakes and natural disasters. I will. With the introduction of advanced machines, there will be many jobs that can be automated, but on the other hand, the brick-making job must be done without creativity.
Let me give you a simple example. The task of spraying fertilizers and pesticides on crops has long been the most mechanized field. Recently, drones and robots are supporting them. However, "what you want to plant," "what kind of cultivation method you are aiming for," "natural farming, organic farming, and whether to farm in consideration of the environment" are value choices, and farmers with creativity. You can't think of it without us.
The same is true for workers. If it's a tedious task, mechanized, and the results are the same as humans do, it's likely that you've already left it to the machine. Even when moving heavy building materials at construction sites, we are using powered suits that improve the ability to carry things just by wearing them. However, this may not have happened with the sudden appearance of AI one day.
There was a perception that "carrying heavy building materials is very tiring and uncomfortable," so it seems that the idea of "Is it possible to use machines to help human work?" As a result, convenient tools such as powered suits using AI were born.
I think this kind of idea will be possible in any situation. Through this process, I think humans and AI will move forward with each other. There is no need to deny it, and it is not a story that "AI will take away human work." It is nothing more than the advancement of human work to a higher level with the assistance of AI.
I don't think people who are far from digital will be gone someday. I never wanted to take the attitude that "if you don't learn digital, you'll be out of date", and I've always maintained that attitude. It's still the same when I became a digital minister. Therefore, all the subcommittees use this idea of mine as a reference when developing programs.
The superiority of Taiwanese society is "the society itself is strong"
To close the digital divide, it is not enough to do just one or two things. We must ensure the power of inclusion that no one leaves behind. And once inclusion is established, we should establish two values: "sustainability" and "environment".

That way, other subcommittees and local governments will not sacrifice older people, blue-collar workers, and the next generation of young people who will lead the future when it comes to developing digital services. .. I am proud that this is the part that contributes most to the government. It did not contribute as a "one project" by any means.
Creating a society where everyone can relax in their hearts by utilizing AI
If capitalism is defined as "competition in the market is everything", that would be a serious problem. If you look closely at reality, you can see that there are many factors other than competition.
The advantage of Taiwanese society is that the society itself is strong. Cooperatives, community colleges, and numerous non-profit organizations (NPOs) support the development of the region. Therefore, aging is by no means a difficult problem to solve. If you want to contribute to society, you don't have to take someone's post. The sense of accomplishment that older people can get from social contribution activities can even be higher than they were before they retired.
Retired older people will give up competing and comparing with others. Some people find it difficult to get close to, but if they are striving for future generations, they may think, "How do you feel compared to others?" Or get angry with others. You won't be scolded.
Mr. Su Tseng-chang, the president of the Executive Yuan mentioned above, was said to have a bad personality when he was young. I didn't work with him at that time, so I don't know the truth, but now I don't feel any bad personality. I'm sure it has changed over the years, as if I call my current situation "Su Tseng-chang 2.0" myself.
When we talk about education and health in Taiwan, it leads to the idea of inclusion that "no one is left behind."
Your health is the joint responsibility of everyone else
Inclusion means "inclusive", but the idea is not to say that the majority of people are good, but ideally to benefit everyone. As mentioned above, in Taiwan, the universal health insurance system, "People's Health Insurance," has been in force since 1995, and by paying low monthly premiums, everyone can receive a high level of medical care. Because I think that my health is the joint responsibility of everyone else.
Taiwan is now continuing to expand its medical system to remote islands and areas where many indigenous peoples live. To that end, as I mentioned earlier, we are proceeding with the installation of 5G infrastructure in the countryside of Taitung. We believe that we need to ensure that people in the community have the same opportunities as those who live in cities, both in terms of education and access to health resources. In that respect, I think Taiwan's safety nets are doing pretty well.
When you start a business or do what you want to pursue, there are risks, and there is no guarantee that it will work. However, it is the current Taiwanese society that even if it fails, at least one's health and children's education will never be sacrificed. At least for the last 15 years, such a solid society has taken root.
As with all things, when you are forced to compete under strong pressure, you cannot afford to treat your opponent politely. In other words, you lose your mental stability. It can be said that it is a harmful effect of the principle of competition in a capitalist society. If your spirit is healthy and stable, you can naturally become a smart and polite person. Taiwan is aiming for a society that can afford such things. That is why we are actively trying to make effective use of digital.
