Team Japan once again climbed to the top of the world at the second World Baseball Classic on Monday in Los Angeles. It certainly was an amazing achievement by the players, collectively dubbed "Samurai Japan."
再び世界の頂点を極めた。サムライジャパン、見事な連覇である。
Japan beat South Korea 5-3 in the WBC final in an extended, 10-inning game, to retain the title.
ワールド・ベースボール・クラシック（ＷＢＣ）の決勝で、日本は韓国を延長戦の末に破り、第１回大会に続く優勝を果たした。
Expectations that the team would hold on to the title were high, and the players representing their country handsomely lived up to those expectations. We would like to applaud them for coping with the pressure and proving their abilities.
連覇を期待され、それにこたえた。重圧をはね返し、実力を十分に発揮した代表選手たちに拍手を送りたい。
Team Japan manager Tatsunori Hara said after the final that he was happy to share the joy of victory with everybody. Many people must have been literally energized by the success of Team Japan.
原辰徳監督は決勝戦の後、「皆さんと喜びを分かち合えてよかった」と語った。その言葉通り、日本チームの活躍に元気をもらった人も多いことだろう。
Since the tournament's Tokyo round started on March 5, the Japanese people had shown great interest in the event. TV viewership has been high. People crowded in front of TV sets at home appliance sections of shopping arcades and major electronics stores. Many people watched games on their cell phone TVs on trains and other places.
５日に東京ラウンドが開幕して以来、今大会は高い関心を集めた。テレビの視聴率は好調だった。家電売り場の画面の前に人垣ができた。電車内などでテレビ機能付き携帯電話に見入る人もいた。

Event has taken root
As a major event to decide the world's No. 1 baseball country, the WBC seems to have taken root firmly among Japanese baseball fans.
野球の世界一を決める祭典として、ＷＢＣは日本のファンにすっかり定着したようだ。
By advancing to the final of the WBC, Japan and South Korea proved that the level of Asian baseball is very high. The tense, thrilling pace of the games made us feel anew the sport's real enjoyment.
日本と韓国が決勝まで勝ち上がり、アジアの野球が高い水準にあることを示した。決勝の緊迫した試合展開は、野球の醍醐(だいご)味を改めて実感させてくれた。
Japan beat the United States in a semifinal. Manager Hara commented that he does not think the win means Japan's baseball has surpassed that of the United States.
日本は準決勝で米国を下した。原監督は「これで米国を追い越したとは思っていない」とコメントした。
He is right if we think about the U.S. lineup, which can hardly be regarded as the best, among other things.
米国がベストメンバーとはいえない編成だったことなどを考えれば、その通りだろう。
But Japanese baseball has been steadily evolving, as shown in its consistent pitching strength and its batting lineup that can connect strings of hits, for instance.
ただ、日本の野球も確実に進化していることが、安定した投手力、つながりのある打線などに表れていたのではないだろうか。
While watching Team Japan's games, many other baseball players must have thought they would like to play in the WBC someday.
日本チームの戦いぶりを見て、「いつかは自分もあのグラウンドに立ちたい」と思った選手も多いはずだ。
Such players will work hard in the hope they will be someday selected for Team Japan. This may result in the further improvement of the level of baseball among professionals and corporate players, as well as university and high school players.
日本代表に入ろうと頑張る。それが、国内のプロ野球や社会人、大学、高校野球などのさらなるレベルアップにつながる。
The WBC this time also impressed upon us the improvement of skills among European players. The Netherlands, for instance, advanced to the second round after beating the Dominican Republic, one of the pre-tourney favorites.
欧州勢の技術が向上していることを印象付ける大会でもあった。特に、オランダは優勝候補とされたドミニカ共和国などを退け、２次ラウンドに進出した。

Game's appeal still too narrow
Europeans would probably take more interest in the event if their own countries' teams became stronger. To bring baseball back as an Olympic event, the further internationalization of baseball is indispensable.
自国チームが強くなれば、欧州での関心も高まるだろう。野球が五輪競技として復活するためにも一層の国際化は欠かせない。
Meanwhile, Japan and South Korea met five times in this year's WBC. The main reason for this was that both teams, which survived the Tokyo round, were put in the same group again in the second round under the latest system.
日本と韓国は、今大会で５回も対戦した。東京ラウンドを突破した両国が、２次ラウンドでも同じグループに入るシステムだったことが主な要因だ。
The major issue in the next tournament will be how to prevent the same teams from meeting several times.
対戦相手の偏りをどう防ぐかが、次回大会の課題となるだろう。
Japan's professional baseball season will start on April 3. We hope the players will do their best to make fans watching games feel joyful, with performances comparable to those we saw in the WBC.
日本のプロ野球は４月３日に開幕する。野球の面白さを満喫させてくれたＷＢＣに負けないプレーでファンを楽しませてほしい。

Land prices have plummeted so rapidly it is--as someone in the real estate industry laments--"Just like a tsunami ravaged the real estate market."
不動産市場は、まるで“ツナミ”に襲われたようだ――。業界関係者がこう嘆くほどの地価の急落ぶりである。
Until just two years ago, there was a mini bubble in which land prices marked a 30 percent to 40 percent year-on-year increase in the best locations in major cities. However, things have changed dramatically.
つい１、２年前まで、大都市の優良地では、前年比で３０〜４０％上昇する地価のミニバブルが起きていたが、それが様変わりの状態だ。
A fall in land prices will further drag down the nation's economy, which is already deteriorating. Shouldn't the government discuss additional measures to prop up the real estate market?
ただでさえ落ち込む国内景気の足を、さらに引っ張るのが地価の下落だ。政府は、不動産市場へのさらなるテコ入れ策を検討すべきではないか。
A survey announced by the Construction and Transport Ministry on Monday found that the national average of residential land prices as of Jan. 1 posted a year-on-year drop of 3.2 percent, while commercial land prices fell an average 4.7 percent.
国土交通省が発表した今年１月１日の公示地価は、全国の住宅地で３・２％、商業地で４・７％、前年に比べそれぞれ下落した。
With land prices in both residential and commercial areas rising for two straight years to 2008, it was previously thought that lingering deflation in land prices had finally been staved off.
住宅地、商業地とも昨年までは２年連続で上昇を記録しており、長かった地価デフレに、ようやく歯止めがかかったとされた。

Economic downturn a cause
However, the U.S.-triggered financial crisis and subsequent global recession have had a direct impact on this trend. According to the ministry's latest survey, land prices fell both in residential and commercial areas in Tokyo and all the prefectures.
それを直撃したのが、米国発の金融危機と、それに伴う世界同時不況だ。今年の調査では住宅地、商業地とも全都道府県で値下がりしている。
In addition, a year-on-year rise in land prices was seen in only 16 of about 15,000 residential locations and five of about 4,800 commercial locations.
しかも、前年比で上昇したのは住宅地（調査地点約１万５０００か所）でわずか１６地点、商業地（約４８００か所）でも５地点にすぎなかった。
Although land prices saw a sharp drop in the 1990s in the wake of the collapse of the economic bubble, it was the first time in 40 years since the ministry began to release land price data that land prices went up in so few locations, according to the ministry.
国交省によると、１９９０年代以降のバブル崩壊時にも激しい下落に見舞われたが、上昇地点がこれほど少ないのは、地価公示４０年の歴史で初めてという。
The unusual data shows that the drop in land prices was both widespread and rapid.
今回の下落は、それほど広範囲に、しかも急激に起きたということである。
A sharp drop in land prices was particularly noticeable in regions that had enjoyed the mini bubble. The top 10 list of the largest drops in residential land prices includes prime locations in Tokyo's Shibuya and Minato wards, while the list of hardest hit commercial areas includes a central district in Nagoya, which was in a development boom.
なかでも、ミニバブルに踊った地域ほど下落が激しい。全国の下落率ワースト１０には、住宅地では東京都渋谷、港区などの一等地、商業地では開発ブームにわいた名古屋市の中心地が並んでいる。

Lack of investors
The main causes of the fall in land prices are a withdrawal of foreign investment from the real estate market as well as a domestic buyer shortage.
地価下落の大きな要因は、海外からの投資マネーの撤退と、国内の買い手不足だ。
Because real estate prices in the country were considered reasonable compared to those in the United States and Europe, a large amount of money began to flow into the real estate market three or four years ago. That money had pushed up land prices in the country, but was pulled out all at once after the collapse of the global housing bubble.
日本の不動産価格は欧米に比べて割安とされ、３、４年前から海外の資金が大量に流入した。それが日本の地価を底上げしたが、世界的な住宅バブルの崩壊で、資金が一斉に引き揚げられた。
At the same time this was happening, financial institutions stiffened their lending attitudes toward domestic real estate companies, dampening buyers' motivations right away.
歩調を合わせるように、国内の不動産会社などに対する金融機関の融資姿勢が厳しくなり、買い意欲が一気にしぼんだ。
Is there any effective way to stop land prices from falling? Favorable tax treatment could be one option. In addition to the substantial expansion of housing loan tax breaks, which the government has already decided to implement, some have suggested reducing the real estate acquisition tax.
地価下落に歯止めをかける手段はないのか。税制上の優遇措置が一つの候補だろう。実施が決まっている住宅ローン減税の大幅拡充に加え、不動産取得税の軽減などが指摘されている。
Calls for the government to take quick action on the matter are growing louder.
政府に迅速な行動を期待する声は大きい。

著作権法改正 違法コピーにご用心

Diet should act fast to boost copyright laws

Something should be done to address the widespread illegal copying of video and music files.
違法品がまかり通る現状を、ただ放置しておく訳にはいかない。
The government submitted to the current Diet session a bill to revise the Copyright Law that would make it illegal to download and copy video and music files illegally distributed through the Internet without the approval of copyright holders.
著作権者の許諾を得ずに、インターネットに違法配信された映像、音楽ファイルのダウンロードや複製は違法とする著作権法の改正案を、政府が今国会に提出した。
Distribution of illegally copied files through the Internet already is prohibited under current laws. However, it is not automatically illegal to download illegally copied files for personal use, if they are not being redistributed. This means it is effectively possible for video and music files to be downloaded from the Internet openly.
違法ファイルの配信は今も禁じられている。しかし、もとは違法なファイルでも、再配布せずに私的に使う場合、自分のパソコンなどにダウンロードしても直ちに違法とはならない。つまりネットから映像、音楽ファイルを堂々と入手して利用することができる。
Meanwhile, it also is difficult to track down even people who illegally distribute such files on the Internet. Only a few are ever caught, despite the huge number of illegally copied image and music files available on, and downloaded from, the Internet.
その一方で、違法配信の犯人まで辿(たど)ることは容易でない。取り締まりは一部にとどまり、違法複製された映像や音楽がネットに大量に出回り、使われている。
The Recording Industry Association of Japan estimates there are between 10 percent and 20 percent more illegally copied music files exchanged on the Internet than legitimate ones. This is partly responsible for the contraction of the music industry market.
音楽の場合、日本レコード協会の推計では、ネットで違法にやりとりされるものの方が正規品より１、２割多い。音楽業界の市場縮小にもつながっている。
But if the reproduction of illegally copied files is made a crime, people will think twice before downloading such files.
違法ファイルの複製も違法となれば、もう気軽にダウンロードできないはずだ。

Expanding legal options
Some observers have questioned the likely effectiveness of such a revision as it lacks the teeth of punitive measures for violators. Yet it would still drastically expand the range of legal options available to copyright holders.
罰則はないため、効果を疑問視する声もあるが、著作権者側が取り得る法的な手段も大幅に広がることになる。
For example, there are many books sold these days explaining how best to download illegally copied files from the Internet, among other dubious techniques.
The envisaged revision likely would make it possible to suspend publication and sales of such books as they would otherwise be seen as supporting illegal activities.
例えば、ネットから違法ファイルを効率的に集める方法などを紹介した書籍が多数あるが、違法行為の助長として出版や販売を差し止めできる可能性が出てくる。
The revision also would open the way for copyright holders to claim damages from anyone knowingly copying and using large numbers of illegally copied video and music files.
違法ファイルと知りつつ大量にコピーして利用している人には賠償を求める道も開ける。
It is time for a change in the public's attitude on the issue--people should shun the use of illegally copied, copyrighted works.
利用者も意識を変えて、著作物の適法利用を心がけたい。

Easing restrictions
The bill also includes measures to ease some copyright restrictions so that copyrighted works can be used more easily.
法改正案には、著作物を利用しやすくするための緩和措置も複数盛り込まれている。
One measure would make it easier for Japanese companies to provide Internet search services such as Google.
まず、グーグルのようなネット検索サービスを日本企業が容易にできるようにする。
For example, a search provider first needs to copy and store data in its computers from a huge number of Web sites to allow it to offer Internet search services.
検索するには、ネット内の多数のホームページのデータを複製してコンピューターに蓄積しなくてはいけない。
This has previously been considered a potential infringement of copyright, but the bill would make such moves legal.
従来は、これが著作権侵害になるかもしれない、とされていたが、可能と明記した。
The bill also would make it easier to rerun previously broadcast TV programs on the Internet, especially as some programs have not been distributed on the Web because the copyright holders and performers involved could not be located to grant their approval.
The envisaged revision would make it possible for such programs to be broadcast on the Web immediately after a certain amount of money based on distribution fees has been deposited with the Cultural Affairs Agency.
過去に放送済みのテレビ番組のネット配信もしやすくする。
これまでは著作者、出演者が見つからず許諾が得られないために配信できない場合があった。そこで、番組の配信料に見合う金額を文化庁に供託すれば、すぐに配信できるようにした。
These revisions are meant to help the law adapt to businesses in the Internet age, and such changes already have been implemented in some other countries. The Diet should therefore pass the bill as soon as possible to make up for lost time.
これらはネット時代のビジネスにも対応した内容だ。海外ではすでに実現している。遅れを取り戻すためにも、改正案を早期に成立させることが大切だ。

著作権者の許諾を得ずに、インターネットに違法配信された映像、音楽ファイルのダウンロードや複製は違法とする著作権法の改正案を、政府が今国会に提出した。
Distribution of illegally copied files through the Internet already is prohibited under current laws. However, it is not automatically illegal to download illegally copied files for personal use, if they are not being redistributed. This means it is effectively possible for video and music files to be downloaded from the Internet openly.
違法ファイルの配信は今も禁じられている。しかし、もとは違法なファイルでも、再配布せずに私的に使う場合、自分のパソコンなどにダウンロードしても直ちに違法とはならない。つまりネットから映像、音楽ファイルを堂々と入手して利用することができる。
Meanwhile, it also is difficult to track down even people who illegally distribute such files on the Internet. Only a few are ever caught, despite the huge number of illegally copied image and music files available on, and downloaded from, the Internet.
その一方で、違法配信の犯人まで辿(たど)ることは容易でない。取り締まりは一部にとどまり、違法複製された映像や音楽がネットに大量に出回り、使われている。
The Recording Industry Association of Japan estimates there are between 10 percent and 20 percent more illegally copied music files exchanged on the Internet than legitimate ones. This is partly responsible for the contraction of the music industry market.
音楽の場合、日本レコード協会の推計では、ネットで違法にやりとりされるものの方が正規品より１、２割多い。音楽業界の市場縮小にもつながっている。
But if the reproduction of illegally copied files is made a crime, people will think twice before downloading such files.

Expanding legal options
Some observers have questioned the likely effectiveness of such a revision as it lacks the teeth of punitive measures for violators. Yet it would still drastically expand the range of legal options available to copyright holders.

For example, there are many books sold these days explaining how best to download illegally copied files from the Internet, among other dubious techniques.
The envisaged revision likely would make it possible to suspend publication and sales of such books as they would otherwise be seen as supporting illegal activities.

The revision also would open the way for copyright holders to claim damages from anyone knowingly copying and using large numbers of illegally copied video and music files.

It is time for a change in the public's attitude on the issue--people should shun the use of illegally copied, copyrighted works.

The bill also would make it easier to rerun previously broadcast TV programs on the Internet, especially as some programs have not been distributed on the Web because the copyright holders and performers involved could not be located to grant their approval.
The envisaged revision would make it possible for such programs to be broadcast on the Web immediately after a certain amount of money based on distribution fees has been deposited with the Cultural Affairs Agency.
過去に放送済みのテレビ番組のネット配信もしやすくする。
これまでは著作者、出演者が見つからず許諾が得られないために配信できない場合があった。そこで、番組の配信料に見合う金額を文化庁に供託すれば、すぐに配信できるようにした。
These revisions are meant to help the law adapt to businesses in the Internet age, and such changes already have been implemented in some other countries. The Diet should therefore pass the bill as soon as possible to make up for lost time.

At their meeting Friday, Defense Minister Yasukazu Hamada and his Chinese counterpart, Liang Guanglie, discussed North Korea's planned rocket launch, which many observers suspect to be a long-range missile. Liang reportedly said to Hamada, "It would be best if North Korea does not fire" a rocket, but added, "Japan and other parties should keep cool heads."

During their meeting, the ministers agreed on 10 points regarding defense exchanges, including Liang's visit to Japan by the end of this year. However, this visit should not end up merely being a chance to share warm fuzzies. Japan should clearly express its concerns over issues that need to be addressed and hold substantial and constructive discussions with China.
会談では、梁国防相の年内来日など計１０項目の防衛交流に合意した。単なる友好行事に終わらせてはなるまい。日本側の問題意識をきちんと提起し、実質的で建設的な議論をすべきだ。
Given that China likely will become a military power in the mid- to long-term, it is important not only to strengthen the Japan-U.S. alliance but also to establish strategic partnerships with the Association of Southeast Asian Nations.

In this regard, it was meaningful that a vice ministerial-level meeting of defense officials of Japan and ASEAN member nations--the first of its kind--was held Tuesday in Tokyo, and that attendees decided to hold such meetings regularly. Japan and ASEAN members have deepened their diplomatic and economic relations over the years, but ties in the security area pale in comparison.

The Japanese and U.S. central banks have taken concerted action to strengthen monetary easing policies.
日米の中央銀行が、金融緩和策の強化で足並みをそろえた。
Cooperation between the two financial entities can be seen as a sign of their strong determination to overcome the financial crisis and the worldwide recession.
両中央銀行が協調することで、金融危機と世界同時不況を克服する強い決意を示したと言えよう。
On Wednesday, the Bank of Japan said it would boost its monthly purchase of long-term government bonds from the current \1.4 trillion to \1.8 trillion. This increase pans out at about \5 trillion a year and the size of the total purchase over a year will exceed \20 trillion.
日銀が１８日、長期国債の買い入れ額を月１・４兆円から１・８兆円に増額した。年間で５兆円近く増え、計２０兆円を超える買い取り規模となる。
There are signs that stock prices are recovering, but more turmoil is expected for the financial market. We hope the market will become increasingly stable as abundant funds are supplied. The Bank of Japan's increase of its monthly purchase of long-term government bonds is expected to hold down climbing interest rates caused by the issuance of additional government bonds undertaken to finance economic stimulus measures.

These steps are welcome because they are in accordance with an agreement made at the meeting of finance ministers and central bank chiefs from the Group of 20 major and emerging nations to do everything possible to revive growth and end the global financial crisis.
あらゆる金融政策をとるという世界２０か国・地域（Ｇ２０）の財務相・中央銀行総裁会議の合意に沿う動きとして歓迎したい。
However, because this financial crisis was triggered by losses from financial products engineered in a complex manner, solutions will not be easy. Major and emerging nations should further strengthen measures for financial market stability.
ただし、今回の金融危機は、複雑な仕組みの金融商品に損失が出たために起きた。解決は一筋縄ではいくまい。新興国も含め、金融市場の安定に向けた取り組みをさらに強化せねばならない。
Following the stunning collapse of the U.S. investment bank Lehman Brothers Holdings Inc. in September, the Bank of Japan has twice lowered its key interest rate and twice boosted its purchase of government bonds. It also decided to buy assets, such as corporate bonds and equity shares held by banks, at the risk of suffering losses.
日銀は昨秋のリーマン・ショック以降、利下げと国債買い入れの増額をそれぞれ２回実施した。社債や銀行保有株など、損失が出るリスクのある資産の買い入れにも踏み切った。

BOJ running out of tricks
Partially due to the divided Diet, in which the ruling parties hold a majority in the House of Representatives and the opposition block controls the House of Councillors, the government has been unable to implement economic stimulus measures in a speedy manner. It is clear that the Bank of Japan's flexible responses have complemented the government's slow responses to buoy the economy.
ねじれ国会の影響もあって、後手に回りがちな政府の経済対策を日銀の機動的な対応が補ってきたことは確かだろう。
But if the Bank of Japan takes too many risks that could result in losses, there is the worry that this could damage the trust it has as a central bank. It seems the Bank of Japan is reaching its limit on measures it can take independently.
ただ、日銀が損失リスクを負いすぎると、中央銀行としての信認を損なう恐れもある。日銀単独での政策には、そろそろ限界が見えつつあるようだ。
For example, in order to avoid risking huge losses, the amount the central bank will provide in subordinated loans to commercial banks will be up to \1 trillion. The target of the loans will be limited to major banks and influential regional banks. Small and midsize banks, which probably have the greatest need for the loans, are excluded.
例えば銀行への資本注入枠は、日銀が巨額損失を抱える事態を回避する狙いで、１兆円にとどまった。注入先も大手銀行や有力地銀に限られ、もっと必要性が高いはずの中小銀行は対象外だ。
To ensure the effectiveness of its capital infusion, it is advisable for the Bank of Japan to devise ways to expand both the amount and the target for the loans without harming its credibility. One possible way to do this is to provide government loss-covering guarantees.
実効性を高めるため、損失に政府保証をつけるなど、日銀の信認を維持しながら金額や対象を拡大させる工夫があってもよい。
We hope that the Bank of Japan will spare no effort to overcome the current crisis by cooperating with other central banks and the government.

It is clear that the Bank of Japan's flexible responses have complemented the government's slow responses to buoy the economy.
ねじれ国会の影響もあって、後手に回りがちな政府の経済対策を日銀の機動的な対応が補ってきたことは確かだろう。
But if the Bank of Japan takes too many risks that could result in losses, there is the worry that this could damage the trust it has as a central bank. It seems the Bank of Japan is reaching its limit on measures it can take independently.
ただ、日銀が損失リスクを負いすぎると、中央銀行としての信認を損なう恐れもある。日銀単独での政策には、そろそろ限界が見えつつあるようだ。
For example, in order to avoid risking huge losses, the amount the central bank will provide in subordinated loans to commercial banks will be up to \1 trillion. The target of the loans will be limited to major banks and influential regional banks. Small and midsize banks, which probably have the greatest need for the loans, are excluded.
例えば銀行への資本注入枠は、日銀が巨額損失を抱える事態を回避する狙いで、１兆円にとどまった。注入先も大手銀行や有力地銀に限られ、もっと必要性が高いはずの中小銀行は対象外だ。
To ensure the effectiveness of its capital infusion, it is advisable for the Bank of Japan to devise ways to expand both the amount and the target for the loans without harming its credibility. One possible way to do this is to provide government loss-covering guarantees.
実効性を高めるため、損失に政府保証をつけるなど、日銀の信認を維持しながら金額や対象を拡大させる工夫があってもよい。
We hope that the Bank of Japan will spare no effort to overcome the current crisis by cooperating with other central banks and the government.
国際協調と政府・日銀の協調。二つの協調をフル回転させ、危機を乗り切ってもらいたい。

痛風の苦しみ
平素は英字新聞サイトをご利用いただきまして、たいへんありがとうございます。
実は、先週の金曜日の早朝に、持病のアートライティス（関節炎、痛風）が発症して、車椅子状態でありました。この病気は患者に死ぬほど苦しい激痛を与えてくれます。
普通の鎮痛薬は１００パーセント効きません。坐薬式の強力な鎮痛薬でも、鎮痛効果を僅かに感ずることができる程度のものです。医療現場で使われている麻薬（モルヒネ）は、末期がん患者にもよく使われていますが、これは効くらしいですね。ただ痛風ではモルヒネを使用することはできませんので、一日中うーん、うーんと言いながら激痛にさいなまれている状態です。
そんな訳で、英字新聞社説の研究も全く出来なくなってしまっていますが、理由はこの忌まわしい激痛によるものです。多少の痛みならば、我慢して作業しますが、この病気の激痛は並み外れています。
症状は回復に向かっていますが、毎日掲載の英字新聞は、まだ掲載できる状態にありません。
娘たちの毎日の面倒もみることが出来なくなっていて、お父さんとしては、申し訳ない思いで胸をつまらせています。

We hope that the meeting between a former North Korean agent and the son and a brother of a Japanese woman who was abducted by North Korea in 1978 will lay the foundations for Japan and South Korea to strengthen their cooperation in attempting to throw light on the abduction problem caused by North Korea.
北朝鮮による拉致問題の真相究明に向け、日韓両国の連携を強める契機にしたい。
Busan, South Korea, was the setting for the first meeting between the family members of Yaeko Taguchi and Kim Hyon Hui, who was sentenced to death and later pardoned for blowing up a Korean Air Lines passenger jet in 1987 and is believed to have received Japanese-language lessons from Taguchi.
１９７８年に北朝鮮に拉致された田口八重子さんの家族と、８７年の大韓航空機爆破事件の実行犯で、田口さんから日本語教育を受けた金賢姫元死刑囚との面会が、韓国・釜山で初めて実現した。
When Taguchi was abducted by North Korea, her son Koichiro Iizuka was only 1 year old, and he has no memory of her. For the past five years, he had been hoping to meet with Kim to find out about his mother.
田口さんの長男の飯塚耕一郎さんは、田口さんが拉致された当時１歳で、母親の記憶がない。金元死刑囚と会い「母親像」に近づきたいと、０４年から面会を強く希望していた。
In their meeting, Kim described to Taguchi's son and brother how she lived with Taguchi, who went by the Korean name Lee Eun Hye, for about 20 months from 1981 while receiving instruction in the Japanese language and customs from Taguchi.
金元死刑囚は面会で、飯塚さんたちに、８１年から約１年８か月間、「李恩恵」と呼ばれた田口さんと生活した当時の様子を伝えた。
Kim also referred to Megumi Yokota, whom North Korea insists died in April 1994. Kim said Yokota taught Kim's fellow spies Japanese.
横田めぐみさんについても「工作員の同僚に日本語を教えていた」などの消息を明らかにした。
We hope that Kim and Taguchi's family members continue their exchanges, and that this leads to the emergence of some evidence that the Japanese nationals abducted to North Korea are safe.
今後も交流を続け、日本人拉致被害者の安否確認などに少しでもつなげてもらいたい。

DPRK's story doesn't add up
When former Prime Minister Junichiro Koizumi visited North Korea in 2002, that country admitted having abducted Taguchi. Pyongyang said that in 1984 Taguchi married another Japanese man who was abducted to North Korea, and that she died in 1986 in a traffic accident.
北朝鮮は、０２年に小泉首相が訪朝した際、田口さんの拉致を認めた。田口さんは８４年に別の日本人拉致被害者と結婚し、８６年に交通事故死したと説明した。
But other Japanese abductees, who have since returned to Japan, suggested in statements they gave to the Japanese government that Taguchi was still alive after 1986.
だが、８６年以降も田口さんが生存していたことをうかがわせる証言が、日本に帰国した拉致被害者から政府に寄せられている。
North Korea has always insisted that claims of North Korean involvement in the bombing of the Korean Air Lines passenger jet were invented by South Korea, and that Lee Eun Hye does not exist. Pyongyang may be trying to conceal concrete news about Taguchi and other Japanese abductees out of fears that its assertions will be contradicted.
そもそも、北朝鮮は、大韓機事件について、「韓国のでっち上げ」であり、「李恩恵」という日本人女性は存在しない、と強弁している。その主張が崩れるのを恐れ、田口さんたちの詳しい消息を隠しているのではないか。
It is clear that North Korea used Japanese abductees to educate its spies, who have carried out international terrorist activities. These espionage activities need to be elucidated.
北朝鮮が、国際テロを実行する工作員の教育に拉致被害者を利用したのは明らかだ。工作活動の実態も解明する必要がある。

Comprehensive fix needed
The meeting between Kim and Taguchi's family members was realized as a result of the inauguration of the administration of South Korean President Lee Myung Bak, which has taken a different tack from the softly-softly approach toward Pyongyang that former President Roh Moo Hyun adopted.
今回の面会は、韓国で李明博政権が発足し、盧武鉉前政権の対北朝鮮融和路線を転換したことから可能になった。
Several hundred South Koreans reportedly have been abducted to North Korea. South Korea may have more inside information about North Korea than Japan, and it may be able to produce leads confirming the safety of Japanese abductees. Strengthening cooperation with South Korea to solve the abduction issues would greatly benefit Japan.
韓国は、数百人の国民が北朝鮮に拉致されているという。日本人拉致被害者の消息や安否確認につながる北朝鮮の内部情報なども、日本より豊富だろう。日韓連携は大きなプラスになる。
North Korea has yet to conduct a reinvestigation of the cases of Japanese abductees, although it agreed to do so in bilateral talks with Japan in August 2008. When the Japanese government has urged Pyongyang to keep its word, it has not responded. This stance is totally insincere. The Japanese government should continue to demand a reinvestigation of the abductions.
北朝鮮は、昨年８月の日朝協議で合意した拉致被害者の再調査をいまだに実施していない。日本政府が督促しても、応じようとしない。極めて不誠実だ。政府は、再調査を繰り返し要求すべきだ。
North Korea is preparing to test-fire a missile in a bid to raise tensions on the Korean Peninsula. The Japanese government should strengthen cooperation with such friendly countries as South Korea and the United States and strive for a comprehensive solution of the nuclear, missile and abduction issues.
北朝鮮は現在、ミサイル発射準備を進め、緊張を高めようとしている。政府は、米韓など関係国と連携し、核、ミサイル、拉致の包括的解決を図らねばならない。
