The death toll in the Florida condo collapse has risen to 12, with 149 people still missing. Biden will visit the site Thursday.
President Biden, who is scheduled to visit Surfside, Fla., with first lady Jill Biden, said there must be an investigation of the collapse. Miami-Dade State Attorney Katherine Fernandez Rundle said she plans to ask a grand jury to examine the disaster.
