Jones, 41, was convicted of the 1999 murder of Paul Howell during a carjacking. Oklahoma’s Pardon and Parole Board twice ruled in Jones’s favor, recommending that his sentence be commuted to life with the possibility of parole and later recommending that Gov. Kevin Stitt (R) grant him clemency.
