2019年最初の「朝英語の会梅田＠KANDAI MeRISE」1/10（木）に使う記事が配信されました。テーマは「廃棄食品のリサイクル」についてです。

名古屋で長年スーパーマーケットや学校給食からの廃棄食品を利用して肥料を作ってきた団体がThe Biodiversity Action Award by the Japan Committee for United Nations Decade on Biodiversity (UNDB)を受賞したことから、廃棄食品の再利用の現状を伝える記事です。

廃棄食品の再利用（Recycle)は経済成長と環境の保護を同時に進める「持続可能な発展」を支えるために国連と経済産業省（The Ministry of Economy, Trade and Industry -METI) が推進している以下に掲げる"3Rs"のプログラムの一つです。 

Reduce: 
Reducing the amount of waste by increasing the efficiency of resource use and extending the useful life of products.

Reuse: 
Using the "recyclable resources" from used items again, as products or parts, after giving them proper treatment. ("Recyclable resources" are the useful parts or components of waste, used products and byproducts.)

Recycle: 
Using the "recyclable resources" as the raw materials to make new products.

３R政策はより大きいSustainable Development Goals（SDGs)　-「持続可能な開発のための目標」のプラットフォームの一つに組み込まれています。

現在の市場経済の仕組みでは、これらの環境問題は外部不経済として処理され、市場のコアな枠組みに組み込まれていません。環境問題の解決を経済活動・政策実行の双方の枠組み内で主流化しようとする試みをMainstreamingと呼称しています。

しかし、現在、食品廃棄の分野で最も注目を集めているのが食品の過剰生産・廃棄の問題です。

Food and Agriculture Organization of the United Nations（FAO)　がリードする以下のプログラムのHPには驚くような数字が並んでいます。

例えば、飢えが現代においても、最も大きな社会問題の一つであるにもかかわらず、地球で人間の生産する食糧の3分の1、約13億トンのもの食料が毎年廃棄されています。

Hunger is still one of the most urgent development challenges, yet the world is producing more than enough food. The FAO-led Save Food initiative is to reduce food loss and waste in both the developing and the industrialized world.

自給自足、地産地消という過去の食の生産・消費形態は姿を消し、現代人は食料を大量生産・大量消費、そして大量廃棄しているのが現状です。一方で先進国であっても貧困の為、十分な食事をとれない子供たちがいるのが現代日本です。

次回の朝英語の会梅田は、このような食を取り巻く現代社会の様々な矛盾と問題に関する議論に取り組みます。皆さんの議論に期待します。
