Gen. Douglas MacArthur, after being fired by Harry Truman, addressed a joint session of Congress on April 19, 1951. Truman was probably lowest in the polls at this time. This was right before the steel seizure cases, Youngstown Sheet & Tube Co. v. Sawyer, 343 U.S. 579 (1952), in which his U.S. Attorney claimed the President had the right to kill anyone that he saw fit to (sound familiar?) and Truman claimed the power to seize radio and t.v. stations. This was the United States Supreme Court decision that limited the power of the President of the United States to seize private property in the absence of either specifically enumerated authority under Article Two of the United States Constitution or statutory authority conferred on him by Congress. It was a "stinging rebuff" to President Harry Truman.
